DTV Question: When the og signal of a TV station does go out, will the digital signal upgrade it's signal

For example, usually the og signal has more power and higher, will the digital signal (that is less power) upgrade it's power/and or height or be left alone at it's temporary existence. Im just wondering because most digital signals are not as strong as the old og ones, especially since there is no such thing as staic or snowy, you either get it or not, this is a general question to all TV stations!!!
